Palm Bay “Rub-and-Tug” Spa Owner Arrested in Prostitution Sting

Palm Bay, FL — The owner of a local massage spa has been arrested following an undercover prostitution sting conducted by the Palm Bay Police Department’s Special Investigations Unit.

According to the arrest report, 49-year-old Kaiqin Wu was taken into custody on August 28, 2025, at the Flamingo Spa, located at 1851 Palm Bay Road NE, Suite #8. The spa has 30 Google reviews with a 4.1 out of 5 star rating.

Investigators say Wu offered to perform a sexual act on an undercover officer in exchange for $50–$100 while providing a massage. Police identified her through her registered vehicle, a black Mercedes-Benz SUV, parked behind the business.

Wu was charged with Solicit Another for Prostitution and Maintain Place for Prostitution 1st Off. She was booked into the Brevard County Jail on a $1000 bond.

Police say the operation was conducted jointly with the Florida Department of Health, which has an ongoing investigation into the business.

The arrest comes amid growing scrutiny of so-called “rub-and-tug” operations in Brevard County, with authorities emphasizing that prostitution-related activity often intersects with broader concerns, including human trafficking and unlicensed health practices. An online forum that discusses massage parlors that offer sexual services, along with other sex industry providers, commented on the recent sting operation.

Wu is expected to face her initial court appearance in the coming days.
