An ICE agent was recorded stabbing the tire of a couple’s car in Hillsboro, Oregon, after the couple filmed federal agents in a grocery store parking lot, according to video released by the ACLU of Oregon.![]()
![]()
According to the ACLU’s filing, the incident happened just before 7 a.m. on Oct. 7. The couple, from nearby Beaverton, spotted what they believed was an ICE vehicle in their neighborhood and followed it at a distance to a Safeway parking lot in Hillsboro’s Tanasbourne Village.![]()
![]()
There, they saw masked officers in vests marked “ICE” meeting with two other vehicles. The couple yelled “This is ICE” and blew whistles to alert shoppers. The video shows an agent running toward their car pushing a shopping cart before the couple drove away.![]()
![]()
The couple was followed out of the lot. On Stucki Avenue, a vehicle with its lights activated boxed them in, and an agent can be seen stabbing the car’s tire several times until it popped. The agents then left.![]()
![]()
The couple pulled over and called 911. Hillsboro Police confirmed a report was made but said they were unable to reach ICE to establish the facts. The couple has asked to remain anonymous, citing fear of retaliation.![]()

“Our clients were simply trying to get away,” said Kelly Simon, legal director of the ACLU of Oregon.![]()
![]()
The ACLU filed an administrative complaint with the Department of Homeland Security on Oct. 29 seeking an investigation, preservation of evidence and discipline for the agents involved. Several news outlets reported that DHS and ICE did not respond to requests for comment.![]()
