Deputies arrest 20-year-old man after reported indecent exposure in Viera Target parking lot

MELBOURNE, Fla. — A 20-year-old Melbourne man was arrested after a woman reported seeing him exposing himself inside a vehicle in the parking lot of the Target store on North Wickham Road, according to a Brevard County Sheriff’s Office probable cause affidavit.

The affidavit identifies the suspect as Tyler Bowden Stellmon, 20. Investigators said the incident happened Friday, Jan. 30, at the Target located at 8455 N. Wickham Road in Viera.

According to the affidavit, an adult female called 911 to report a male sitting in the driver’s seat of a silver Ford Fiesta with his pants down below his knees and his genitals in his hand while parked in the lot. Investigators said the vehicle’s two front windows were rolled down, making it easy for anyone walking by to see what the caller described as vulgar, indecent, lewd, or lascivious behavior.

The victim told investigators she was parked next to the Ford Fiesta in a higher, elevated vehicle, which allowed her to see into the car more clearly. The affidavit states that after deputies later obtained a sworn audio recorded statement from the victim, she provided a description of the man, who was later identified as Stellmon.

Deputies said they located the vehicle and contacted Stellmon while he was seated in the driver’s seat. The affidavit states he was the sole occupant of the vehicle and was identified by his Florida driver’s license. Investigators wrote that video surveillance later confirmed Stellmon was the only person in the vehicle and that no one entered or exited during the incident.

The affidavit notes a sworn statement was not obtained at the scene, but was obtained later that day from the victim. Investigators wrote Stellmon was released from the scene with a trespass warning issued by Target employees. The affidavit later states probable cause existed to arrest Stellmon for exposure of sexual organs based on the victim’s sworn statement, video footage, and his recent history of similar allegations. Jail records in the affidavit list the charge as “Exposure of Sexual Organs, 1st Offense” under Florida law. The bond amount listed on the probable cause affidavit was $5,500.

The affidavit also points to Stellmon’s prior involvement in similar incidents, including one previous case where investigators wrote probable cause was established and Stellmon was arrested for the same charge. The affidavit states Stellmon was placed on supervised probation for six months in that earlier case, and that the probation was terminated early on Jan. 26, 2026, which investigators noted was three days before the Target incident.

In the earlier case, also documented in a BCSO probable cause affidavit, investigators described a reported indecent exposure incident tied to a Walgreens on North Wickham Road.

According to that 2025 affidavit, a deputy interviewed the victim in a sworn recorded statement after she reported an encounter at Walgreens. The victim said she arrived to pick up items and parked near the front of the store where no other vehicles were located. When she returned to her vehicle, she reported finding a silver sedan backed in directly next to her, parked so close that she estimated only about 7 to 8 inches separated the vehicles.

The victim described the suspect as a white male in his early 20s with a skinny build and shaggy, light brown or dirty blonde long hair. She told investigators the man made a sexual comment, then asked if he could touch it. The victim said she responded no and told him she was going to call police. Because of how closely the car was parked and with the window down, the victim said she could clearly see the man’s penis fully exposed and that he was masturbating, according to the affidavit.

Investigators wrote the victim took a picture of the vehicle’s license plate, and the man fled. The affidavit states a photo lineup was later conducted and the victim identified Stellmon. After investigators said probable cause was established, Stellmon was located at his residence, arrested, and transported to the Brevard County Jail Complex without issue. The bond amount listed on that 2025 affidavit was $500.
