Former Satellite Beach council member Melinda “Mindy” Gibson urged the city to pursue a third appeal for attorney fees against a resident, despite a track record of failed attempts. The decision has sparked questions about the city’s financial responsibility. The city attorney cautioned that the potential compensation from winning the case would be minimal, likening it to the cost of “one cup of coffee.”

Gibson explained that her aim was to convey to residents that legal action against the city government would not be taken lightly, emphasizing the importance of preserving the city’s public image.

This controversy stems from a 2018 case in which city officials were accused of obstructing residents from attending a public meeting by secretly canceling it and holding a private workshop instead. The lawsuit involved former resident Jeff Dubitsky, who alleged that armed police officers denied him entry to the meeting. During the incident, the mayor was filmed closing the door on some constituents while allowing others access. Bob Bowcock, a water expert associated with environmental advocate Erin Brockovich, witnessed the event.

After Dubitsky and advocates attempted to file police reports and ethics complaints but received no response from the state attorney’s office, they pursued legal action. The lawsuit, which alleged violations of Florida’s Sunshine Law, was dismissed by Judge Paulk without an explanation.

Advocates argue that the city’s recent appeals are a retaliatory measure aimed at cancer patient advocates who were instrumental in drawing attention to a cancer cluster and PFAS contamination issues in Satellite Beach. Stel Bailey, a prominent advocate and plaintiff in the case, attended the October 25, 2023, meeting where Gibson pushed for the appeal.

“The comments made by Mindy Gibson indicate that this action was driven by an intent to discourage those who challenge government actions and advocate for constitutional rights,” said Bailey.

Gibson has positioned herself as a leader in addressing the dangers of PFAS chemicals, which were discovered in wells near Patrick Space Force Base and later deemed more hazardous than initially reported. Stel Bailey and her team played a critical role in identifying these chemicals as a health hazard, leading to the establishment of the first enforceable national drinking water standards for PFAS in 2024. Despite this, Gibson has downplayed public concerns about health risks, which some residents view as dismissive.

Court records reveal that Capital One filed a lawsuit against Gibson on May 13, 2023, seeking $7,157.60. Gibson was the sole council member from the 2018 controversy still in office when she advocated for the appeal at the October meeting. Several citizens raised concerns about the substantial taxpayer expense for what they perceive as a personal vendetta, questioning whether Gibson prioritized her interests over the city’s welfare.

Gibson has also filed to run for a State Representative seat in 2026, drawing criticism from advocacy groups for her past actions in Satellite Beach. Critics point to her role in the contentious booting of vehicles, attempts to restrict free speech at city events, and her associations with influential figures, which some view as politically motivated.

As Gibson’s campaign progresses, voters will face the question of whether her actions in Satellite Beach reflect a commitment to public service or a troubling precedent for her potential future in Tallahassee.
