Today, a Security Alert “BOLO” memo apparently from the Security department of Orlando Health Melbourne Hospital was circulated throughout the community. The memo, wrongly dated from the year 1925 stated: “On, 01/01/2025, John TOBIA presented himself to Melbourne Hospital as an EMT student who was here to complete his clinical requirements. He was allowed entry and stayed within the property for over 24 hours. His paperwork was signed, and he left. On 01/08/2025, He bypassed security by entering the ER by presenting himself as one of our Physician’s interns. None of his representations were true and he fraudulently entered the facility on both occasions. He left the premises before the fraud was detected. He made statements of continuing his work on additional Orlando Health properties. This subject should be trespassed if he again enters Orlando Health property.”

It added: “If the subject(s) is seen on property, immediately notify Security and continue observation until the arrival of Security and or the local Police Department.”
We spoke to Tobia directly about the incident. Tobia, who was recently an EMT student and doing his clinicals for school stated that he was told to go to Orlando Health Melbourne Hospital on 1/1/2025 to earn his clinical hours for the program. He provided us an email from the school to substantiate that claim. The shift was for 12 hours, but he states he was asked if he could stay longer by the staff and chose to do so.
According to Tobia, he received a negative evaluation from one of the staff members he worked with that day which resulted in his removal from the EMT school’s program. On 1/8/2025 Tobia says he returned to the hospital and asked to speak with a doctor who according to him also worked with Tobia on the 1/1/2025 shift. Tobia says he wanted to inquire about his opinion of his performance that day in comparison to the staff member who wrote the negative evaluation. He says he told “security” that he was an EMT intern and there to speak to the doctor and was let it. After speaking to the doctor, Tobia says he left and has not been contacted by either Orlando Health Hospital nor law enforcement about trespassing or any of the other statements made in the BOLO memo.
Kena Lewis, Public Affairs/Media Relations for Orlando Health provided us with the following written statement which appears to justify the claims: “The safety and security of our patients and team members are our top priority. Unauthorized access to any Orlando Health facility is not tolerated. We take this situation very seriously and have launched a thorough investigation. “
Tobia is a former Brevard County Commissioner for District 3, who termed-out and ran for Brevard County Supervisor of Elections, losing to Tim Bobanic. Tobia was also a professor at Valencia College who resigned after an investigation into a slew of allegations made by a former employee which revealed findings of using county and state staff for teaching purposes and other allegations.
