The initial call to police came at approximately 1:32 PM, with neighbors reporting erratic and aggressive behavior by Harrell in his backyard. Witnesses observed him yelling and behaving in a manner described as “excited delirium,” giving obscene gestures to onlookers. Police officers noted Harrell appeared to be under the influence of an unknown substance, exhibiting hyperactivity and impaired reflexes. Despite clear signs of impairment, officers determined he did not meet the criteria for immediate intervention under Florida’s Baker or Marchman Acts and cleared the scene.
Hours later, at 3:43 PM, a second call was made to authorities after neighbors heard gunshots coming from Harrell’s backyard. Upon arriving at the scene, officers set up a perimeter and deployed a drone to monitor the situation. Harrell was observed rolling what appeared to be drugs on the patio. He eventually emerged from the residence and was detained without incident. During the arrest, officers recovered a black revolver from Harrell’s pocket.
