On September 11, 2025, Melbourne Police officers responded to the area of Guava Avenue and Eau Gallie Boulevard after receiving reports of a bomb threat. Dispatchers told responding units that a male caller, later identified as Floyd Simm Bradley Jr., claimed to build and place bombs on causeways. Officers were warned the threat was credible due to the caller’s statements and the location’s proximity to the heavily trafficked Eau Gallie Causeway.
According to the affidavit, dispatchers quickly identified the voice as Bradley, who had reportedly made dozens of similar calls in the past six months. On a recorded line, Bradley allegedly claimed he “makes and controls bombs.”

Bradley went on to describe how he collects bomb-making materials in wooded areas, allegedly saying he “generally blows up causeways” in Orlando, Castleberry, and Tampa. He allegedly stated he shoots people who drive over them and referenced working with gangs and cartels. Dispatchers reported that Bradley also discussed firearms in his possession, including an AK-47, and threatened to kill people for a living—making specific threats to both people and pets.
Officers Locate Suspect Near Salty Fox
As police units canvassed the area, a security guard at the Salty Fox bar called to report a man causing a disturbance outside. When officers arrived, they found Bradley sitting on a bench, talking on a cellphone, with an open can of Bud Ice beer next to him. Officers recognized him from prior encounters.

When Officer Iervasi and Sergeant Carlson attempted to arrest him, Bradley allegedly resisted and had to be taken to the ground. The report states Bradley smelled strongly of alcohol and was combative with officers.
Backup units quickly arrived, and Bradley was handcuffed after what officers described as significant resistance. Police noted that the bench where he was found was only about 50 feet from the busy Salty Fox bar entrance.
Threats Toward Police
While being placed in the WRAP restraint system, Bradley allegedly screamed threats at the arresting officers, saying: “I’m gonna kill all of you.” Six officers documented that Bradley made repeated threats to their lives.
All officers on scene were wearing official Melbourne Police uniforms and driving fully marked patrol vehicles, according to the report.

Bradley is being charged with:
False report concerning planting a bomb
Six counts of threats on a law enforcement officer
