MELBOURNE, FL — The Melbourne City Council will discuss a proposed parking management plan for Downtown Melbourne during its regular meeting on Monday, August 12 at 6:30 p.m. The meeting will take place at the City Hall Council Chamber, located at 900 E. Strawbridge Avenue.

The plan, developed by the City’s parking consultant THA, comes after a comprehensive study that examined existing parking conditions, reviewed current policies, and incorporated feedback from business owners, residents, and other stakeholders through three public meetings. The most recent public input session was held on July 26, where THA presented its draft findings and collected final community feedback before submitting the plan to City Council.

THA’s analysis found that while Downtown Melbourne has an adequate overall supply of parking, the core issue lies in the low turnover of spaces, especially along New Haven Avenue — the main corridor of shops and restaurants. Despite a three-hour time limit for on-street parking, many drivers are not complying, making it difficult for visitors to find open spots near businesses.
To address this, the proposed first phase of the plan calls for:

Improved enforcement of the three-hour parking rule. Hiring a parking management contractor to oversee enforcement. Updating the City Code to reflect new enforcement protocols. Forming a stakeholder group to provide continuous input on parking issues.
In addition, the plan includes longer-term recommendations such as:
Improved signage and lighting throughout Downtown. The potential implementation of paid parking if enforcement alone doesn’t improve turnover.
If paid parking is pursued, it would only apply to the most convenient on-street spaces, at a proposed rate of $1 per hour. Free parking would remain available in the City Hall parking garage and nearby surface lots, which the study found to be underutilized.
