Indian River Shores Man Sentenced to 15 Years in Sex Case After Murder-for-Hire Plot

Vero Beach, FL – Andrew Michael Mustapick, a 70-year-old resident of Indian River Shores, was sentenced to the maximum penalty of 15 years in prison by Circuit Court Judge Robert Meadows for unlawful sexual activity with a minor in Indian River County . The Original Charges and Plea

Mustapick was initially arrested on September 27, 2021, for unlawful sexual activity with a 17-year-old girl, identified as B.M.R., a second-degree felony under Florida Statute 794.05(1). The incidents occurred between June 2020 and September 2021, during which Mustapick coerced the teen victim into signing a contract stipulating she would perform sexual acts on Mondays and Fridays for five years in exchange for purchasing a white 2017 Volkswagen Jetta for her 19-year-old friend. The contract detailed the hours she was required to spend with Mustapick and the specific sexual acts she was expected to perform. She visited Mustapick’s residence at least two additional times to fulfill the contract before refusing to continue, prompting her to report the abuse to the Indian River County Sheriff’s Office.

Under the original plea agreement signed on March 27, 2025, Mustapick was set to serve one year in Indian River County Jail followed by 10 years of sex offender probation. However, his actions in attempting to prevent the victim’s testimony led prosecutors to push for the maximum sentence of 15 years, which Judge Meadows imposed, along with $500 in court fees.

Murder-for-Hire Plot

In March 2025, a relative’s tip alerted the Indian River County Sheriff’s Office to Mustapick’s plan to kill B.M.R. to prevent her testimony. Between March 13 and April 30, 2025, Mustapick met multiple times with an undercover detective posing as a hitman at his residence in the 1000 block of Morningside Drive. He initially offered $40,000 to intimidate B.M.R. into not testifying, later escalating the offer to $50,000 to have her killed if she refused to comply. Body camera footage captured Mustapick stating, “It would be easier … cheaper just to (expletive) kill her … right?” On May 5, 2025, surveillance recorded Mustapick discarding a laptop, hard drive, and other electronic devices into the St. Sebastian River, which were later recovered by the St. Lucie County Sheriff’s Office dive team.

Mustapick was arrested on May 5, 2025, charged with two counts of soliciting another to tamper with a victim (second-degree felonies) and one count of unlawful use of a two-way communication device (a third-degree felony). These charges carry potential penalties of up to 15 years and 5 years, respectively. His arraignment was on July 8, 2025, for the murder-for-hire charges and he plead not-guilty.

Victim’s Statement and Legal Representation

The victim did not attend the June 6 sentencing hearing. Her attorney, Jessica J. Travis, read a statement on her behalf: “Therapy and time will not erase the damage that has been done to my life. (Mustapick) wanted me dead. He’s not apologetic or sympathetic. He’s only sorry he got caught. He deserves to be behind bars.” Travis, based in Melbourne, Florida, has filed civil lawsuits against Mustapick, in the Nineteenth Judicial Circuit Court. The lawsuits allege human trafficking, battery, and intentional infliction of emotional distress, seeking damages exceeding $50,000 for pain, suffering, mental anguish, and other losses.
