19-year-old arrested after alleged chase in stolen Honda ends with crash

A 19-year-old woman was arrested Friday afternoon after Palm Bay police say she fled an attempted felony traffic stop in a vehicle reported stolen out of Stuart, drove through busy shopping areas, and crashed at a business on Malabar Road, according to a probable cause affidavit.

Palm Bay Police Officer Nicholas Todd wrote that on Feb. 27, 2026, officers in marked patrol vehicles attempted to stop a silver 2002 Honda that had been reported stolen. Todd reported the vehicle accelerated away and traveled “at a high rate of speed” through “multiple heavily congested pedestrian shopping plazas” before continuing through several roadways in southwest Palm Bay.

The affidavit states the driver eventually turned onto Adige Court, a dead-end street, where Todd (in an unmarked vehicle) activated his emergency lights and began preparing for a felony stop. Todd reported the Honda made a U-turn, crossed into his lane, and collided with the front end of his vehicle before fleeing again.

Police then authorized a vehicle pursuit that lasted about 2.3 miles, the affidavit says. Todd reported the driver ignored traffic control devices and “almost” caused multiple crashes with other motorists. The pursuit ended when the Honda crashed into a front gate at the Golf Cart Center at 1335 Malabar Road NE, where the driver exited and was taken into custody without further incident, according to the report.

The suspect was identified as Jocelyn Annette Flores, who was later medically cleared at a hospital and transported to the Brevard County Jail Complex, the affidavit states.

Flores was charged with aggravated fleeing and eluding, along with reckless driving, according to the affidavit. (See also: Florida Statute 316.1935 and Florida Statute 316.192.)

As with all criminal cases, the charges are allegations. Flores is presumed innocent unless and until proven guilty in court.
