- The Charter Review Commission was appointed in December 2011. Their review of the Charter began in January 2012. The meeting minutes in which the vacancy language was discussed are referenced below and attached (info highlighted in the minutes for quick reference). The minutes reflect staff’s proposal of removing the vacancy provisions from the City Charter and implementing via ordinance.

- City Council held a special meeting on June 26, 2012, in which sixteen (16) proposed Charter amendments were presented. Council asked that the CRC reconvene to reduce the number of proposed revisions. The CRC held its meeting on July 9th.
- Council then held its meeting on July 19, 2012, and approved the placement of six (6) Charter revisions on the November ballot, which included the proposed amendment to 3.062 (agenda item excerpt attached).
- After approval by the electorate, Ordinance 2012-47 was created under Chapter 50, Elections, to include provisions for the filling of vacancies on City Council (ordinance attached).
