Traffic Stop on Bicycle Leads to Major Drug Bust in Cocoa Beach

COCOA BEACH, Fla. — What began as a routine traffic stop on a bicyclist in Cocoa Beach has ended with two men facing multiple felony drug charges, according to police.

In the early morning hours of August 14, at approximately 2:06 a.m., a Cocoa Beach police officer stopped a male bicyclist for a traffic infraction near 3701 North Atlantic Avenue. The bicyclist was identified as Jason Penn, 19, of Cape Canaveral.

During the stop, officers discovered nearly 20 grams of a crystal-like substance that field-tested positive for methamphetamine, along with 15 grams of cannabis and 11 grams of a white rock-like substance that tested positive for cocaine. Police also recovered a small scale and multiple plastic baggies, commonly associated with drug distribution.

Investigators learned Penn had been staying at a local Motel 6. When officers went to the location, they made contact with Marty Hannum, 47, of Cape Canaveral, who was also inside the room. A search revealed an additional 22 grams of methamphetamine, 2 grams of cocaine, and 2 grams of fentanyl in Hannum’s possession.

The Cocoa Beach Police Department’s Criminal Investigations Division executed a search warrant on the motel room, recovering more narcotics and drug paraphernalia.

Charges Filed

  • Jason Penn was charged with Trafficking in Methamphetamines and Possession of Cocaine.
  • Marty Hannum was charged with Trafficking in Methamphetamines, Possession of Cocaine, and Possession of Fentanyl.

Police say both men face serious felony charges as the investigation continues.

“The Cocoa Beach Police Department remains committed to maintaining public safety and reducing the presence of illegal drugs in the community,” the department said in a statement.
