Cocoa Beach Police received a complaint on May 29 that an individual, later identified as Manning, used a recording device to take inappropriate videos of an unsuspecting female who was shopping at the surf shop. Manning was gone prior to police arrival.

A thorough canvass and initial investigation by Officer Bobby Strange provided information that Manning was a regular at a nearby bar. On June 10, an employee at the bar notified Cocoa Beach Police that Manning was inside their establishment.

Responding officers made contact with Manning and made a positive identification. A recording device was in Manning’s possession that was seized as possible evidence. The Criminal Investigations Division assumed the case and Detective Joe Smith obtained a search warrant for the recording device and Manning’s residence.

Evidence discovered during this investigation led to Manning’s arrest and charges of Video Voyeurism and Battery. “Excellent police work by our patrol and investigations divisions.
