All top Military Commanders release joint letter about Capitol riots and the inauguration

Among those who participated and also arrested in the riots were several military veterans, including those in some of the most widely spread photos. The Joint Chiefs of Staff has released this letter to all of its personnel.

Can I trust this memorandum? The stamp on it was from Department Of Defence not Armed Forces. And there was no date on it. Something strange and abnormal?
